Proceedings:  

Today we looked at IND-96 regarding representation of economic indicator values.  See notes in the JIRA issue for IND-96.  We also went back to IND-100 - see meeting minutes from 2021-03-05 for some of the conversation around that.  Dan forwarded the definition of resident population from the Census Bureau that we also need for that, at https://www.census.gov/glossary/#term_Residentpopulation.  The U.S. unemployment rate specifically covers those persons identified as part of the resident population - excludes Puerto Rico and other territories, excludes military personnel and their families, excludes expat population.  

The OECD definition of population is available at https://data.oecd.org/pop/population.htm.  Their definition of working age population is available at https://data.oecd.org/pop/working-age-population.htm#indicator-chart.  We should use this for LegalWorkingAgePerson, with restrictions on jurisdiction so that we can represent the legal working age in a specific country / subdivision, but at the top level the OECD definition applies.
