Proceedings:

We are missing some additional things in FIBO related to duration of unemployment - see https://www.bls.gov/news.release/empsit.a.htm.  We should also include the categories related to reasons for unemployment, so that we can represent the numbers related to that.

These should be represented as aspects of populations rather than as populations outright.
