\uD83D\uDDE3 Discussion

Pete and Elisa met on Wednesday, 10/23, to discuss LOAN-168. We agreed to create a new RealProperty ontology in the Places module of FND, and move concepts related to real property there. This includes the concept of a parcel, currently in Locations, and the concept of RealProperty which is needed for loans. Identifiers for parcels, will be included at a very high level. A US jurisdiction ontology will include details related to identification of property by assessors, which will include the county, map book, map book page, block if appropriate, and parcel number, at a minimum.

An assessors manual for the state of California that includes many of these terms is available at https://www.boe.ca.gov/proptaxes/pdf/ah215.pdf. There may be useful mapping terminology on the USGS site, or possibly others related to the USGS at the federal level - Bureau of Land Management potentially, and on other state web sites. There may be similar details in Canada or the UK that we could also review to ensure that the approach is sufficiently general.

We continued the discussion on 10/24, and among other things, discussed the notion of identifier registration, LEIs as part of a unique property identifier, etc.

“Following a months-long disagreement between the European Securities and Markets Authority and the European Commission, the Digital Operational Resilience Act has hit a major snag. The disagreement between ESMA and the EC over the Legal Entity Identifier and the newer European Unique Identifier (EUID), both of which uniquely identify business entities, has left firms in limbo, unable to complete the so-called “registers of information”—which will be used to determine whether or not certain tech…” – we should keep track of this and determine whether or not to include it in FIBO.
