As an Ontologist, I want to be able to run the "build ontologies" command from the command line, in order to make sure that tests are run with the published artifacts and not with the sources
Rather than running tests with the OWL files in the git repo we should allow for running tests with the OWL files that are generated by the RDF Toolkit which are publishable, they have different Ontology IRIs, they have Ontology Version IRIs and additional annotations for provenance etc
