Jenkins Build Job

The RDF Toolkit will have to be started by Jenkins as a job whenever someone pushes a change into the FIBO git repo https://github.com/edmcouncil/fibo.

The "old" mechanism that does something like that is this job: https://jenkins.edmcouncil.org/job/fibo-publish/

For now, during the development of the RDF Toolkit, everything that this job puts into its workspace under the fibo directory will be published onto https://spec.edmcouncil.org/spec (this is the workspace: https://jenkins.edmcouncil.org/job/fibo-publish/ws/fibo/)
