Since Dan was on the call, we reviewed the need for the population and inputs (arguments) for GDP and PCE. We also discussed housing starts - the definition for start in the US is at https://www.census.gov/construction/nrc/definitions/index.html. Statistics on housing starts are available at https://www.census.gov/construction/nrc/index.html. PPI only covers business construction, because that impacts the cost of doing business, but residential construction is not part of that. See email from Dan on 6/26. Need to confirm with Lucy whether or not the broader definition of PPI includes business construction or not, and in particular residential construction or not.
Currently we have finite population, and statistical population is a child of that. We could break that down further, for example with respect to how the estimation is done and how non-sampling errors are calculated, but that detail is likely not important for FIBO, whereas coverage is. For housing starts, that is:

New, privately-owned residential buildings currently authorized by a building permit or started in areas not requiring a building permit.
This is on the "About the surveys tab" on the census page - https://www.census.gov/construction/nrc/about_the_surveys/soc.html. Understanding how one collects detail on housing starts in areas that don't require a building permit is done, or how to calculate sampling errors related to that, is fairly arcane, and likely not impactful with respect to what we are doing in FIBO with economic indicators.
