Proceedings:
Reviewed the possible solutions for IND-22, including potentially defining Process, Program, Activity, and Capability (reusing what we have but with possibly a better definition), and making StatisticalProgram a child of Program. At the moment, it is a child of Publication, which is a problem. If Program is defined as a set of activities, with activity defined in the broadest sense, then that might work, possibly as a child of Arrangement.
Also looked briefly at IND-63 and determined that hasCoverageArea should have a range of GeographicRegion, and belongs either in BE or in FND in the locations ontology - likely the latter.
