Proceedings:

Today we completed a first pass on the addition of certificates via the new structured instruments ontology (DER-134). Note that we have not yet added defining restrictions, but we do have the definitions of those that are included in the CFI or found in other documents.  We agreed to add this ontology as a released ontology to FIBO given these latest changes, and to merge DER-134 once the metadata revisions are complete.
